As i approached the red light on Wayne Ave. in front of Sheetz this afternoon i saw a man standing on the median holding a sign. As it happens i ended up being stopped right beside him at the light. His sign reads " HUNGRY". I almost felt sorry for him and gave him a buck, until he pulled a smoke from his coat and lit it. Not to mention he kept saying "come on lady" "anything" and he walked back and forth to several cars who were stopped which scared me a bit. Now my question is , is this legal?

It sounds as he may have been mentally ill. Panhandlers are rare around here. Consider yourself lucky to live in such an area and simply move on.

I'd think it would be illegal due to the possibly of causing an accident but that's JMHO.

A couple of months ago, I regularly saw a guy at the entrance to Quality Inn (near Arby's on Wayne Ave.). Then one day my wife saw a PSP trooper speaking to him, and he seemed to disappear.
On a related note, I offered to buy lunch for a homeless man asking for money in Washington D.C. (1988 or 89). He gratefully accepted my offer.
One other time I encountered a lady in Louisville, KY asking for money to "buy her kid food" while I was at a convenience store getting gas (mid 1990s). I offered to have her come in and choose some food items which I would pay for. She declined, saying, "I'd rather just have the money".
I'll gladly help someone who needs it, but choose not to give cash to someone asking for it. _________________ Author assumes full responsibility for the content of their posts.
